ICTSI Builds Brazilian Port Empire via the Netherlands
The Dutch BV as the Pivot of a Global Expansion Strategy

Amsterdam, August 2026 — Anyone surveying ICTSI’s recent acquisitions in Brazil will notice a pattern that goes beyond pure port logistics. The group is systematically building an integrated supply chain in one of the world’s largest agricultural export countries — and it does so consistently through its Dutch subsidiary.
ICTSI is already present in Brazil through Rio Brasil Terminal, which operates Container Terminal 1 at the Port of Rio de Janeiro, through Tecon Suape S.A., which operates the Suape Container Terminal in Pernambuco, and through CLIA Pouso Alegre, an off-dock customs bonded facility in the state of Minas Gerais. The acquisition of the Aratu terminals now adds a fourth pillar: bulk logistics for the agricultural sector.
A Series of Strategic Moves
The Aratu deal does not stand alone. ICTSI completed earlier this year the acquisition of Brazilian company Companhia Regional de Armazéns Gerais e Entreposto Aduaneira (CRAGEA), which provides general and bonded warehousing and multimodal logistics services. ICTSI Americas B.V. also acquired an interest in a former shipyard site of approximately 32 hectares in Inhaúma, near Rio de Janeiro — a location earmarked for future terminal development.
With the Aratu acquisition, ICTSI expands its activities beyond traditional container terminals and strengthens its position in Brazil’s agricultural logistics chain. Brazil is the world’s largest exporter of soybeans and sugar, and ranks among the largest exporters of corn and beef. Efficient port infrastructure is an absolute prerequisite for maintaining that position.
The Dutch Connection
The use of ICTSI Americas B.V. as the legal vehicle for all these transactions is no coincidence.
The Netherlands offers a favourable treaty network, legal certainty and structures that make it attractive for international groups to channel investments in Latin America through Dutch holding companies. For Brazilian-Dutch trade relations, this is an illustrative example of how the Netherlands functions as a European gateway for investments beyond Europe.
Investors reacted positively to the deal: SIMPAR shares rose on Brazil’s B3 stock exchange in São Paulo, signalling that the market rewards the group’s willingness to monetise non-core assets. For ICTSI, the deal provides access to a region with steady demand for bulk cargo transport and a direct connection to the continent’s fastest-growing agricultural production zones.
The partnership between Brazil and the Netherlands through ICTSI Americas B.V. is therefore more than a port transaction — it is a blueprint for how global trade flows are organised in the 21st century: with legal sophistication in Amsterdam and logistical muscle in Bahia.
